Which insulation rebates still exist in 2026 in the U.S. and Canada, which ended, and how to use them in your offer, your quotes and your follow-up.

The federal 25C tax credit ended with 2025, and Canada's Greener Homes Grant is closed, so "get the federal credit" no longer works as a sales line. What still works in 2026 is local: state Home Energy Rebate programs where they have launched, utility rebates, Quebec's Rénoclimat and provincial programs. Contractors who know the exact programs in their service area, put the rebate on the quote and handle the paperwork give homeowners a concrete reason to sign now.
Two big programs that insulation companies used in their ads for years are gone:
If your website, ads or quote templates still mention either one, update them this week. A homeowner who finds out at tax time that the credit did not apply will not leave you a good review.
Program | Status | What it pays for insulation | Source and date |
|---|---|---|---|
25C federal tax credit | Ended for improvements after December 31, 2025 | Was 30%, up to $1,200 a year | IRS page reviewed April 28, 2026; Building Performance Association |
HEEHR (IRA electrification rebates, often called HEEHRA or HEAR) | Open only in states that have launched. Twelve states plus D.C. had launched by June 2026 | Up to $1,600 for insulation, air sealing and ventilation, for households under 150% of area median income; $14,000 cap per household | Building Performance Association factsheet, June 2026; ENERGY STAR HEAR page |
HOMES (IRA whole-home rebates) | Open only in states that have launched. Same state-by-state rollout | Paid based on the energy savings of the whole project, so insulation usually counts as part of a package | Building Performance Association factsheet, June 2026 |
California HEEHRA, single-family | Fully reserved in the Central and Southern regions as of January 7, 2026, with a waitlist | Not available for new single-family projects there unless funding returns | TECH Clean California, January 7, 2026 |
Utility rebates (example: Mass Save, Massachusetts) | Open | 75% to 100% off approved insulation and air sealing; no-cost for income-eligible residents | Mass Save insulation page, checked October 2026 |
Three things to know about the state programs:
Utility rebates are the steadiest source in most U.S. markets. Many gas and electric utilities pay for attic insulation and air sealing, often through a list of participating contractors. Getting on that list is often worth more than any ad campaign.
Program | Status | What it means for insulation | Source and date |
|---|---|---|---|
Canada Greener Homes Grant | Closed. Last day to submit documents: December 31, 2025 | No new grants | Natural Resources Canada, page modified August 4, 2026 |
Canada Greener Homes Loan | Closed to new applications | Approved loans are not affected | Natural Resources Canada, August 4, 2026 |
Canada Greener Homes Affordability Program | Active through provincial partners. Expanded June 29, 2026: over $500 million for about 35,000 households | No-cost retrofits, including insulation and air sealing, for low and median income owners and renters. Announced in Quebec, British Columbia (BC Hydro, FortisBC), Nova Scotia and P.E.I. (Free Insulation Program) | Global News, June 29, 2026; Efficiency Canada tracker, updated October 16, 2026 |
Same program, other provinces | Manitoba (September 2025) and Newfoundland and Labrador (October 16, 2026) signed agreements. No agreement yet in Ontario, Alberta, Saskatchewan, New Brunswick or the territories | Check the provincial delivery agent before promising anything | Efficiency Canada, October 16, 2026 |
Rénoclimat (Quebec) | Open, new rules since October 1, 2026 | Paid per square foot: attic $1.75, exterior walls $3.50, basement walls $2.50, basement slab $0.50 (300 sq ft minimum each). Pre-work evaluation now optional, post-work evaluation removed. Work must be done by an RBQ-licensed contractor. Apply within 12 months after the work. Air sealing is no longer eligible | Gouvernement du Québec, comparison table and program page updated October 13, 2026 |
Rénoclimat, old rules (transition) | Homes that already had a pre-work evaluation can finish under the old rules if work and the post-work evaluation are done by March 31, 2027 | Old amounts, for example up to $1,500 for the attic and $3,750 for exterior walls | Gouvernement du Québec, October 13, 2026 |
Home Renovation Savings Program (Ontario, Enbridge Gas and Save on Energy) | Open, scheduled to end November 30, 2026 (as reported by an Ontario contractor on August 31, 2026; confirm with the program) | Attic-only path up to $1,250 with no energy assessment; multi-measure path up to $5,000 (gas-heated) or $10,000 (other fuels) with assessments | Great Northern Insulation, August 31, 2026 |
A rebate does not sell the job by itself. It removes the reason to wait. Here is how to build it into what you sell.
1. Make a one-page rebate sheet for your service area. One line per program: name, who qualifies, amount, what paperwork you need, deadline or funding status, and the date you last checked it. Review it once a month. Your sales team and your ads should use the same sheet.
2. Lead with the result, then the rebate. Homeowners buy comfort and lower bills. ENERGY STAR estimates that sealing and insulating saves an average of 15% on heating and cooling costs. The rebate is the reason to do it this season instead of next year.
3. Build the offer around a free check. "Free attic inspection plus a rebate check for your address" is a clear, low-risk first step. It gives you a visit, and the visit is where the job is sold.
4. Put the rebate on the quote. Show three lines: price, estimated rebate, net cost to the homeowner. Write "estimated" and the program name. If the rebate depends on income or an energy assessment, say so on the quote.
5. Offer to handle the paperwork. In programs that require a participating or licensed contractor (Mass Save's contractor paths, Ontario's attic path, Rénoclimat's RBQ requirement), filing for the customer is a real advantage over the handyman who is cheaper but cannot file.
6. Never promise what you cannot confirm. Use "may qualify" in ads. Confirm eligibility in writing before you sign. A rebate that does not come through turns a happy customer into a complaint.
Most insulation estimates do not sign at the first visit. Rebates give you honest reasons to follow up.
Follow-up trigger | What to send | Example message idea |
|---|---|---|
A program deadline is coming | Text and email 30, 14 and 7 days before | "The Ontario attic rebate is scheduled to end November 30. Want us to book your install before then?" |
Rules changed | Short note explaining the change | "Quebec changed Rénoclimat on October 1. Your attic now qualifies per square foot. Here is what that means for your quote." |
Funding is filling up | Honest status update with the source | "Our state program reports funds are limited. We can submit your application this week." |
Funds reopen (waitlists) | Message to everyone tagged "waiting for rebate" | "The program reopened. Your quote from June is still valid." |
Season change | Reminder tied to bills | "Heating season is here. Your rebate is still available." |
Set this up in your CRM with a field for the rebate program on each estimate. Then you can send the right message to the right people the day something changes, and see which program closes the most jobs. Our CRM and automation setup does this with tags and automatic texts.
Rebates create urgency, but only if someone follows up. Masterseal Insulation had warm leads going cold before they converted. After we set up automatic CRM follow-up with Facebook and Instagram ads, it booked 27 appointments from 50 leads (a 43.24% booking rate) in two months, closed $8,300 and built about $55,000 of estimated pipeline. That open pipeline is exactly where a rebate deadline message does its work.

No. The IRS says the Energy Efficient Home Improvement Credit (25C) applies to improvements made through December 31, 2025. Work done in 2026 does not qualify. Check state, utility and local programs instead.
Only if your state has launched its program. The Building Performance Association counted 12 states plus D.C. by June 2026, and new federal guidance on June 1, 2026 changed some rules. Your state energy office has the current status.
Up to $1,600 for insulation, air sealing and ventilation, for households under 150% of area median income, according to ENERGY STAR. States can offer less or limit eligibility.
No. Natural Resources Canada says December 31, 2025 was the last day to submit documents. The Greener Homes Affordability Program continues for low and median income households through provincial partners.
Since October 1, 2026, insulation is paid per square foot, the pre-work evaluation is optional and the post-work evaluation is gone. Work must be done by an RBQ-licensed contractor. Homes evaluated under the old rules have until March 31, 2027 to finish.
Yes, if the program is open in your area and you name it accurately. Use "may qualify" and a free inspection offer. Never advertise a program that has ended or that you have not confirmed for your service area.
